Rocky is the Grover Hills apartment manager and the building's handy-man.  His father owns the building (along with several others in the area) but Rocky is the only one to do any work with that particular building. Rocky is much older than the rest of the Grover Hills cast, although he never went to college himself.  He feels it's his duty to fix any and every problem the tenants at the Grover Hills apartments have, even if the problems are not related to the building.  Rocky has a slight crush on one of his tenants (Rue), but has admittedly had more experience with a wrench than girls, and thus has no idea how to approach her without seeming like a complete idiot.
